Leçons en Std IV : le ministère durcit la ligne
Rendre illégaux les cours particuliers, que ce soit à l’intérieur des écoles ou ailleurs. C’est ce
qu’envisage le ministère de l’Education. Il songe, à la place, à rallonger les heures de classe.
Le ministére de l’Education persiste et signe, bien décidé à ne pas céder à la pression de ceux qui ne veulent pas voir les leçons abolies en Standard IV à la prochaine rentrée. Et il va même jusqu’à envisager plusieurs nouvelles mesures dans le but de décourager tous ceux qui pourraient être tentés de faire fi de sa mesure d’interdiction : rendre les leçons illégales et rallonger les heures de classe, moyennant une allocation supplémentaire, soit quelque Rs 2 000 de plus.
En effet, aprés avoir interdit la tenue des leçons dans les écoles primaires, le ministére veut à présent rendre les leçons tout simplement illégales, que ce soit à l’intérieur des écoles ou ailleurs. Jusqu’à tout récemment, la directive du ministére était de ne plus prêter ses salles de classe pour donner des leçons. Un changement d’attitude se serait cependant produit il y a peu.
Car il a été noté que certains enseignants arrivaient à contourner ce réglement en offrant des cours à leurs éléves dans leur garage, dans une piéce de leur maison ou tout autre local un tant soit peu spacieux. Le ministére, toutefois, a dédicé d’y mettre un frein.
En contrepartie, il compte, étendre les heures de classes. Les techniciens du ministére travaillent sur une formule visant à rallonger les heures scolaires d’une heure et quinze minutes environ. Cela afin d’offrir une alternative aux leçons. Durant ce temps, les écoliers auront droit soit à des cours de rattrapage, pour ceux qui en ont besoin, soit à activités extra- scolaires pour les autres.
Qui dit travail supplémentaire pour les enseignants dit bien entendu rémunération supplémentaire pour les enseignants.
Des discussions ont lieu à ce niveau. Plusieurs formules sont à l’étude. Parmi celles- ci, la possibilité d’offrir environ Rs 2 000 en plus sur les salaires pour ces nouvelles activités. Au ministére, l’on affirme qu’idéalement, ces nouvelles dispositions devraient entrer en vigueur à la prochaine rentrée ou au cours du premier trimestre. L’aspect légal de la question est également examiné en ce moment.
L’argument du ministére est que les écoliers ne seront pas livrés à eux- mêmes, mais qu’ils auront en lieu et place des cours particuliers « un programme valable et bien réfléchi » par les pédagogues du MIE et du ministére.
« Taux d’échec anormalement élevé »
Pour l’instant, le lobby des anti- abolitionnistes ne prend donc pas. « L’intérêt des enfants passe avant. L’on ne peut continuer avec un taux d’échec de plus de 30 %. L’histoire prouve que les leçons particuliéres n’apportent rien aux écoliers. Malgré les leçons, malgré les classes normales, le taux d’échec reste anormalement élevé et le niveau insuffisant » , dit un technicien du ministére.
Au niveau du Mauritius Institute of Education ( MIE), l’on travaille d’ailleurs d’arrache- pied pour élaborer ces programmes afin qu’ils puissent être appliqués à la prochaine rentrée.

Monsieur Sagar,il a fallu que mon petit-enfant parte dans une école maternelle pour que maintenant je réalise toute l’importance de ces puéricultrices. Après c’est au tour des enseignants du primaire de préparer les enfants pour le secondaire. Vous avez raison de dire que la presse,surtout banne soidisant indépendants,pas conné qui passé dans secondaire. Ministry must let teachers use tuition pedagogy at school with tuition discipline at school
The main argument of the minister is that – parents pe paye trop bocoup pour lesson-a vote catching device indeed.So let the enhancement prog. be for the poor and allow those who have the means to give tuition to their children outside the school ,don’t make it iillegal.Everyone will have his chance.
I don’t understand how the minister can decide for the parents. Worst for for the S.C parents will pay for the exams and the minister decides what subjects they must choose. We have a super minister indeed.
hello everybody.. it seems not many people are interested in the fate of std4 teachers… gtu asked us not to accept but there r other people who r ready to take our place… with their methodology which can make the child more confused instead of being a help…gtu is not making enough pressure on the minister to increase the allocation… we are in complete dilemna here…we r the teachers of std 4… take action please and hope to get a reply soon..

pstpf is being controlled by head teachers and director. prov for bad debts was made up to 6.323 m. They were saying that according to IFRS it should be put. But what do we see this year? No provision for bad debts. If GTU and neo- guardians dindnt talk of that, then they would have made prov this year also. Gtu is right to fight coz most of its members are concerned with pstpf. long live GTU and neo guardians

Gtu is directly concerned with the provident fund elections as all gtu members are pstpf members too.
Me kelly seems to approve the prov bad debts. Up to now accounts for the year 2009 hav not been circulated. Pstpf wanted to conduct its elections in its own building and had to change for Raoul Rivet Gs. These are gd work of Mr thacoor, Mr kelly?

When my father an police officer died,my mother had to wait for years to get what was due to her from the Police Provident Fund. Can we say the same for the PSTPF?
As some rightly pointed out,these guys have been at the head of the PSTPF for 25 years. But what a progress. Bizin mette linette ferblanc pou pas trove clair.
But as in all true democracies,others can try to compete with Mr Thakoor’s team. But please why change a team who has made so much progress. Of course no one is eternal and will have to be replaced one day, but sorry not now because every teacher can predict what will happen,with those ‘magouilling’ behind the curtains. Long live the PSTPF and Mr Thakoor’s team. I’m 100% sure things won’t change on Saturday 27th February
The std 4 teachers’ problem is the problem of all teachers…think about the rest of your career..every teacher will teach std 4 at a point of time. the minister wants to bann tuition in school premises…it’s his problem but he cannot dictate you in your private place/in your house or even in your garage…WE must remain master of our house! We have to fight before this happens… doctors take private job ask him to make that illegal…come on teachers rise up and fight … if you don’t who will? stop being passive … our fundamental rights as parents are being crushed … we are in a democratic country for God’s sake…we must have the right to decide for our children … start being conscious… we have the power we cannot be treated like vulgar criminals… teacher will pay fine for helping kids…are you so dumb to accept that… if you don’t fight today when will you fight … we have to regroup and fight..wake up friends it’s a cry for justice … we have to make a revolution… for the sake of democracy… we are not in China but in Mauritius!!!!!!!!!!!!!!!

Bunwaree is bent to kill primary education via his EP. GTU wont be party to hitting the last nail in the coffin of education in Mauritius. He has threatened to send teachers to prison, if they give tuition in std4. And many have applauded him. Time will tell. He wont be able to amend the Education Act.

I attended the delegates meeting n really liked the way you addressed the assembly, i liked the calm- no fuss or show-off like many. anyway, its gud that re-negociation will be taking place coz i believe GTU is the only union with GP teachers. If negotiation is on why not suggest that Ep continues on the 3 allocated days but teachers also be allowed to give tuition on the other days including Saturdays in the school premises. Thus, the security of pupils will be assured and teachers will be calmed. For the tuition fee, it should be at the discretion of teachers and parents as many pupils in schools around the country are getting tuition at discounts or free. My fee range from Rs 0 to 350 as a CPE teacher, with lateness in payment also. Will the Govt take these also in mind? I doubt. Keep doing your best for us Mr Seegum and team.

we as teachers cannot take the place of parents.. that’s just wat the minister is doing. trying to please parents and thinking about their votes for the next election.It is alarming this idea of keeping children at school from 9 am to 5 pm.
what is the last view of the minister concerning tuition in std 3? clarify please.
